The Client

The Department of Planning and Infrastructure (DPI) is responsible for the sustainable development of the Territory and covers the following areas:

  • Government Road and Building Infrastructure
  • Transport and Roads
  • Planning, Building and Land Management
  • Land Information Services

The department's main focus is the planning and delivery of integrated land, transport and infrastructure for sustainable development of the Northern Territory to encourage diversification and growth.

The Solution

The Tender Document Management System II is a web application redevelopment of the original TDMS System which was a standalone Microsoft Visual Basic 6.0 application developed on the Microsoft Foundation Class Structure. The original TDMS facilitates the creation of Requests for Tenders (RFTs) with a combination of Visual Basic Forms and Microsoft Word Macro's that didn't provide a feature rich or standardised user experience.

The Web redevelopment of TDMS uses the .NET 2.0 Framework providing the ability for TDMS users to now collaborate online in the creation of Requests for Tenders with the use of asp.Net pages collecting data from a Microsoft SQL Server backend.

Currently the TDMS system contains over 140 individual word documents which make up the Department's technical master specifications and an equivalent number of ancillary documents. With TDMS II we have been able to make these documents more accessible by providing a feature rich user interface to manage the templates for documents along with allowing the user to individualise each document before generating the Request for Tender. The use of TinyMCE to edit and create raw styled HTML that can then be interpreted by a .NET html parser and used by Syncfusion to create a Word Document means that the user can enter data and know that how it looks when they use the system is how it will look in the final RFT Document.

The TDMS II System allows DPI to now manage the whole Request for Tender process in one environment and know exactly what Tenders are being prepared and who has access to them. This allows for greater flexibility on who works on them, but also easier management on who has access to each RFT, also allowing multiple people to work on the same RFT without having to send information backwards and forwards, possibly losing data in transmission.
